Preheat oven to 400 degrees F (200 degrees C)

Lightly grease an 11x13-inch baking dish

Bring a large pot of lightly salted water to a boil

Cook elbow macaroni in the boiling water, stirring occasionally until cooked through but firm to the bite, 8 minutes

Drain

Transfer to a bowl, add processed cheese cubes, and let stand until cheese partially melts

Place ground beef in a skillet over medium heat, break meat apart with a spatula, and sprinkle with garlic powder, onion powder, salt, and black pepper
